hi there, I play the alboka, I studied with Ibon Koteron (the owner of the website Benoit recomended). Here in Basque Country are some luthiers who make albokas, I own an alboka made by Osses, from Otazu (Araba). An Osses alboka would cost around 350€. There are other artisans like Gastiain (Gipuzkoa) or Txema Perez (from Portugalete, Bizkaia). I supose that you know more or less how is an alboka, and the tecnic to play it, with circular breath.
